london borough of barnet in collaboration with the west london alliance wla are establishing a six year 3+1+1+1 dynamic purchasing vehicle “dpv” based on dps principles to procure the provision of independent fostering agency placements for individual children under individual placement agreements or on a block contract basis. the estimated value below of the services to be purchased for the entire duration of the dpv is 5bn gbp and is purely an indicative figure and cannot be guaranteed by the barnet or the wla. the dpv shall be divided into the following service categories: core 0-15 and 16-17 and specialist 0-17 years and parent and child. these services will be ordered or ordered by way of mini-competition amongst providers or by means of occasional direct award to a single supplier under limited statutory grounds. please refer to the call off document. use of the dpv is open to all boroughs and public bodies or local authorities in england and wales.
