procurement seeks to engage the services of a registered training organisation rto for the delivery of training, commencing 01 january 2020 for an initial term for five 5 years until 01 january 2025, with two 2 extension options, each for a period of two years, to be exercised at the commonwealth’s discretion. the selected service provider will deliver nationally accredited vocational training to military students, with the outcome being the award of qualifications by the rto. this procurement of training services from a registered training organisation rto is to provide training services for the academic phase of the aviation artificers course for army & navy. the preferred training service provider will be required to design, develop and deliver the academic phase of the artificer course to selected army and navy trainees, in order to provide aircraft and avionics sergeants with an academic qualification. this will allow the trainees to be eligible as para-professional aviation maintenance engineers for employment within army and navy aviation areas, in accordance with both army employment specifications and navy technical sailor duty statements. defence requires the ongoing provision of training services based upon the australian quality training framework aqtf. the academic phase curriculum of the artificers course subject 4 warrant officer will be delivered at the diploma level aqtf level 5 for selected army personnel and at the advanced diploma level aqtf level 6 for navy personnel.

rehabilitation cimfr program conducts ecological restoration works on identified phosphate minefields relinquished by the mining company, phosphate resources limited prl. the program’s aim is to restore rainforest on relinquished mine sites to create biodiverse, resilient and self-sustaining ecosystems that provide or enhance habitat for native flora and fauna, particularly the abbott’s booby. it is funded by a conservation levy paid by prl to the customer who administers these funds. the customer issues annually agreed funding to the director of national parks dnp to undertake the cimfr program. the christmas island national park management plan 2014–2024, the environment protection and biodiversity conservation act 1999, recovery plans and various documents and research reports also guide implementation of the cimfr program. the cimfr program has been implemented under its current methodologies since 2004–05, with reports prepared annually on the cimfr program. these reports include an overview of operations; areas planted and maintained; results of biophysical monitoring and expenditure. the customer wishes to review and evaluate the cimfr program to determine its effectiveness at achieving its aims and to determine if any changes are needed to the program. the cimfr program currently manages about 113 hectares of rehabilitation fields at various stages of completion. to date, prl has relinquished approximately 335.5 hectares 40 sites from mining leases mci 70/1 or mci 70/1a. of these, 27 sites have not been rehabilitated. the purpose of the review is: to determine the effectiveness of the cimfr program in relation to achieving its aims and meeting performance indicators set out in the cimfr program 2012–2020 plan. to identify improvements and recommend any changes in the operation of the cimfr program, consistent with ‘criteria’ below.

provision of investment management services for the australian business securitisation fund absf. the absf is a $2 billion fund created by the government to support the provision of finance to small to medium enterprises smes on more competitive terms. the government’s objectives are to be achieved by making targeted investments in the sme securitisation market, including via warehouse facilities. the aofm has been delegated responsibility for administering the absf on behalf of the commonwealth by the responsible minister. the aofm is seeking to appoint an investment manager to assist with the evaluation of investment proposals received by the aofm, and provide ongoing portfolio management services to assist the aofm in its administration of absf investments. the appointed investment manager should have extensive experience managing structured credit investments including via warehouse facilities directly for institutional clients, or in a managed fund context. the aofm is conducting an open approach to the market to seek tenders from entities with the experience, capacity and capability to delivery the service requirements specified in this rft.
